Excerpt: … Every county superintendent who shall neglect or refuse to make out and file his annual report as required by this act within the time limited therefor, shall be deposed by the county commissioners, who shall appoint a successor for the balance of the term. He is also required to furnish the county clerk with the description and boundaries of each school district as soon as practicable after the same are formed. SEO. 10. Each of the voting precincts of a county shall be and constitute aschool district, in which shall be established one or more schools, and in which shall be taught orthography, reading, writing, arithmetic, geography, grammar, and the history of the United States, in either English or Spanish, or both, as the directors may determine. SEO. 11. That each school district shall be a body corporate by the name and style of, “School District No. of the County of,” and by such name may contract and be contracted with, sue and be sued, in any of the courts of this Territory having competent jurisdiction. SEO. 12. That every such district shall hold in the cor porate name of the district the title of lands and other property 20 which may be acquired by said district for such school district purposes. SEO. 13. That a new school district may be formed, or the boundaries of any district changed, by the county superintendent on petition of not less than ten heads of families residing within the proposed district, and each having children of lawful age to attend school under this act; Provided, there be at least twenty children residing bond fide in such proposed district between the ages of five and twenty years; and Provided, also that the district or districts from which the same be taken, whole or in part, be not so…
